Troy Riggs is an accomplished public safety and civic leader with extensive experience in both government and the private sector. He is also a committed husband, father, and community servant. Troy’s public service career includes leadership roles as Public Safety Director in Denver, Colorado; Public Safety Director and Chief of Police in Indianapolis, Indiana; and Police Chief and later Assistant City Manager in Corpus Christi, Texas. In addition to his government service, he has been a member of the executive team for a rapidly growing private company and has founded four non-profit organizations. Over the course of his career, Troy has built a strong reputation for applying sound business principles to government budgeting, improving operational efficiency, and saving taxpayers millions of dollars. Known for his thoughtful and innovative approach, he has consistently worked to build partnerships between government, non-profit organizations, church leaders, and philanthropic groups to address the root causes of challenges in distressed communities. Recognized nationally as a leader in community engagement and efficient government, Director Riggs has met with two U.S. Attorneys General, attended a presidential press conference at the White House, and testified before Congress, both in person and in writing. His service has earned numerous awards, including leadership distinctions, the NAACP Presidential Award, the LULAC Community Award, and the Jefferson Cup—the highest recognition from his first employer. Troy and his wife, Kara, have been happily married for 35 years. They are the proud parents of two sons and welcome their daughters-in-law as cherished members of the family

Mike McCoy is an accomplished public safety leader, command-level law enforcement professional, and executive security strategist with more than four decades of operational and leadership experience. He is also a devoted husband of 25 years, father to three grown children, and committed community servant who believes strong relationships and proactive leadership are the foundation of safe, thriving communities. Mike’s public service career includes more than three decades with the Houston Police Department, and now, a Police Captain with the Fulshear Police Department, helping lead public safety initiatives in one of Texas’ safest communities. In his role, he oversees background investigations for new hires, oversees the fitness development and training of the department, and leads large-scale community events that bring thousands of citizens together and require detailed planning, coordination, and comprehensive security oversight. His professional development includes graduating from the prestigious Leadership Command College and the FBI-LEEDS Executive Leadership Program, along with executive education through Texas A&M University’s Mays Business School and advanced criminal justice education through Sam Houston State University.

Philip Russell, PhD is a retired police commander, Medal of Valor recipient, university instructor, and founder of CPX–Decision Science Labs. With nearly 30 years of leadership experience and a PhD in Leadership, he consults internationally with organizations and executives on strategic decision-making under pressure, integrating tactical insight with academic depth and conviction-driven leadership principles.

Madeline McCoy serves as the Office Coordinator, where she plays a key role in keeping operations organized and running smoothly. She manages scheduling, coordinates meetings, and ensures clear communication across all areas of the business. Madeline is highly detail-oriented and brings a strong foundation in communication and organization to her role. She holds a bachelor’s degree in Allied Health from Texas A&M University, along with associate degrees in Liberal Arts and Kinesiology from Blinn College. She is passionate about creating structure and maintaining strong communication.

Robert C. White is a nationally respected law enforcement leader with more than four decades of experience leading and developing police professionals. He served as Chief of the Denver Police Department and previously led the Louisville Metro Police Department and the Greensboro Police Department, having risen to senior leadership within the Metropolitan Police Department of the District of Columbia. Throughout his career, Chief White has focused on developing strong leaders, mentoring officers, and strengthening professional policing. His extensive executive experience and practical leadership perspective make him a highly effective coach, instructor, and for current and emerging law enforcement leaders.
