Troy Riggs is an accomplished public safety and civic leader with extensive experience in both government and the private sector. He is also a committed husband, father, and community servant. Troy’s public service career includes leadership roles as Public Safety Director in Denver, Colorado; Public Safety Director and Chief of Police in Indianapolis, Indiana; and Police Chief and later Assistant City Manager in Corpus Christi, Texas. In addition to his government service, he has been a member of the executive team for a rapidly growing private company and has founded four non-profit organizations. Over the course of his career, Troy has built a strong reputation for applying sound business principles to government budgeting, improving operational efficiency, and saving taxpayers millions of dollars. Known for his thoughtful and innovative approach, he has consistently worked to build partnerships between government, non-profit organizations, church leaders, and philanthropic groups to address the root causes of challenges in distressed communities. Recognized nationally as a leader in community engagement and efficient government, Director Riggs has met with two U.S. Attorneys General, attended a presidential press conference at the White House, and testified before Congress, both in person and in writing. His service has earned numerous awards, including leadership distinctions, the NAACP Presidential Award, the LULAC Community Award, and the Jefferson Cup—the highest recognition from his first employer. Mike McCoy is an accomplished public safety leader, command-level law enforcement professional, and executive security strategist with more than four decades of operational and leadership experience. He is also a devoted husband of 25 years, father to three grown children, and committed community servant who believes strong relationships and proactive leadership are the foundation of safe, thriving communities. Mike’s public service career includes more than three decades with the Houston Police Department, and now, a Police Captain with the Fulshear Police Department, helping lead public safety initiatives in one of Texas’ safest communities. In his role, he oversees background investigations for new hires, oversees the fitness development and training of the department, and leads large-scale community events that bring thousands of citizens together and require detailed planning, coordination, and comprehensive security oversight. His professional development includes graduating from the prestigious Leadership Command College and the FBI-LEEDS Executive Leadership Program, along with executive education through Texas A&M University’s Mays Business School and advanced criminal justice education through Sam Houston State University.
